Your Specific Responsibilities:
This position performs a wide range of duties under the limited supervision of the Public Health Services Manager E - SES. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position performs administrative work, supervises nurses and a Health Program Educator in a large generalized public health program for the Escambia County Health Department (Escambia CHD) and provides services for the Healthy Start (HS) Program. Travel is required.
Supervise case management activities of the Healthy Start Program:
Carries a caseload of high-risk clients for case management/ care coordination and outreach activities including multiple home visits to complete initial risk assessment, care coordination services, proving referrals to community agencies and resources based upon the need of the client, conducts follow – up services regarding referrals made by Care Coordinator. Assesses and evaluates the clients’ Individual Plan of Care with each encounter. Responsible for developing, updating, and coordinating Family Support Plans for each Healthy Start family. Conducts home visits providing curriculum-based health education services to pregnant women and families with newborns. Initiates the planning and implementation of education and needed services for individual clients and their families. Completes required nursing assessments for infants and toddler development and initiates referrals for those children not meeting developmental milestones. Document staff Healthy Start activites in the Wellfamily electronic medical sytem.
Develop and implement strategies/methods to ensure the program is in compliance with all State Performance Measures. Analyze data and track treads as it relates to any deficiencies on the State report and resolving them by conducting QI reviews.
Communicate regularly with employees both individually and in staff meetings. Direct employee work to insure maximum use of time and resources. Assist with developing and revising nursing policies, procedures, and protocols. Collect, review and present data relative to the Healthy Start program and its’ personnel. Meet regularly with employees and train employees in methods for performing an effective and efficient job. Participate in planning and promoting specialized programs of public health nursing by interpreting staff needs and advise administration. Teach and orient staff to general policies, programs, and procedures and advise the staff on problems arising to ensure a high quality of professional services and maintenance of agency standards.
Assists in the developing, implementing and monitoring the Healthy Start annual and monthly budgets and assure cost-effective operation of program services. Assists in preparing and monitoring Healthy Start contracts. Attends budget meetings. Particapte in Interdiscipliany Team Meetings. Respresent the program as an active participant of the Fetal and Infant Mortality Reveiw meeting

Minimum Qualifications:
A valid Florida driver’s license
License per Florida Statute 464. Licensure as a Registered Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27 or possess a nursing multistate license through the Nurse Licensure Compact.
Must have 1-3 years of verifiable supervisory experience.
Must have 1-3 years of verifiable Maternal Health and Child Health experience. Must have both
Must have 1-3 years of Wellfamily Electronic Medical System.
Muct have 1-3 years Home visiting experience.
Preferred Qualifications:
Experience working in public health.
Healthy Start Program experience.
Associates or higher in nursing
